Stage I: Scientific Merit (non-NCI reviewers):

  • Strength of scientific evidence and hypothesis
  • Certification (biochemical or physiological validation)
  • Potential clinical impact
  • Feasibility
  • Novelty

Stage II: Operational Feasibility (NCI staff):

  • Resource availability
  • Potential impact on current or proposed clinical trials by NCI
  • Magnitude of required pre-clinical studies to address scientific/regulatory issues
  • Resource intensity, i.e., costs and benefits
